WV DUNA Day — July 1, 2026: Service Alliance Files at the Founding
July 1, 2026 is WV DUNA Day — the West Virginia DUNA Act takes effect and Service Alliance files the Kiduna at the Founding. Here is what is happening and where we fit.
On July 1, 2026, West Virginia becomes the only state in the country that registers Decentralized Unincorporated Nonprofit Associations (DUNAs) with the Secretary of State. HB 5060 — the WV DUNA Act — takes effect that day. Service Alliance files the Service Alliance Kiduna on that date. The Founding period opens.
Three events. One day. One state.
West Virginia is marking the occasion with three statewide events on July 1. Service Alliance will be at the evening business event in Shepherdstown as one of the flagship WV ventures taking up residence in the new legal home.
- Morning — Policy event at the State Capitol in Charleston (8:30–10am). The legislative and regulatory framing for what a DUNA is and what it makes possible.
- Midday — Technology event in Morgantown (1:30–3pm). The infrastructure and on-chain mechanics that the DUNA statute enables.
- Evening — Business event at the Rumsey Event Center in Shepherdstown. The ventures. The founders. The organizations — including Service Alliance — that are making this real.

What this means for Service Alliance
The Service Alliance Kiduna is the legal vessel that holds issuer authority for MyServiceID credentials, ServiceCoins, and ServicePatches. Filing under HB 5060 gives the Kiduna real legal standing — the authority to hold credentials, sign agreements with partner organizations, and operate the Recognition Market as a closed economy with a liability shield. This is not a technical upgrade. It is the legal foundation the platform has been designed for.
Service Alliance LLC (Virginia) is the Sponsor and Registering Member. The Kiduna is a separate nonprofit entity. Two entities, clear roles — the operating company and the legal home for the recognition layer.
The Founding Member window
The founding period opens July 1 with a target cohort of 100+ Founding Members. Membership and Founder status cost nothing. Founders sit at the apex of an originating Lineage — earning perpetual protocol-level lineage commissions, holding heightened governance standing, and receiving a non-transferable Founder ServicePatch recorded in their MyServiceID. Founder status is not a security and confers no equity.
Organizations — VSOs, unit associations, IAFF locals, FOP lodges, POST commissions — can join as Organizational Founding Members. The anchor tier is anchored by one or more Veterans Service Organizations. If your organization wants to be in the first cohort, the door is open now.
